While traveling on Interstate 10 near Wellton, Arizona, Gary Wayne Harrison, hereinafter referred to as the defendant, was stopped by an officer of the Arizona Department of Public Safety who had observed that the left rear tire of defendant's vehicle appeared to be "bouncing."
