The facts of this case are simple but tragic. Joyce Z., born June 23, 1961, was declared to be a dependent and neglected child by this court on December 3, 1969. She had a learning disability, an I.Q. of 61 and was described as "mildly retarded" by her Allegheny County Child Welfare Services (CWS) caseworker.
