MacLAUGHLIN, Justice.

The question presented on this appeal is whether the action of the city of St. Paul rescinding plaintiff's license to operate a motion picture theater is an unconstitutional prior restraint of free speech. Because we hold that it is, we reverse the decision of the trial court in favor of defendant, city of St. Paul.1
