On August 20, 1971, Mitchell Lambert, a master distributor for Holiday Magic, Inc., was found guilty of the charge of promoting participation in a chain distributor system, in violation of Wisconsin Administrative Code, sec. AG 122.03.1 That regulation was promulgated pursuant to sec. 100.20, Stats.2
