These are cross-appeals by the Commonwealth's Department of Transportation and S.J. Groves and Sons Company from a decision by the Board of Arbitration of Claims in litigation arising out of a highway construction contract entered into in 1961, under which the work was completed in 1964, with respect to which the contractor's claim was filed with the Board in 1968, and the Board's decision was rendered in 1974.
