OPINION AND ORDER

PETTINE, Chief Judge.

This is a civil action for declaratory and injunctive relief pursuant to 42 U. S.C. sec. 1983 and 28 U.S.C. secs. 2201 and 2202.

The plaintiffs are needy unwed mothers and children of Rhode Island whose applications for benefits as families with dependent children were denied because of an unwritten informal policy of the Department of Social and Rehabilitative Services not to pay such benefits to applicants...
