A Justice of the Superior Court (Cumberland County) has reported to us for decision on an agreed statement of facts1 an important question of law raised by the motion of defendant, Hardy F. Higgins, to dismiss a complaint charging him with a violation of 29 M.R.S.A. § 2184 in that he operated a motor vehicle

"while his right or license to operate. . . in the State of Maine was then and there under suspension...
