This is a zoning appeal. In June of 1972, Appellant, Louis S. Rubin, filed an application for a zoning permit for the development of a 10.34 acre tract in Upper Southampton Township as a 96 unit apartment complex.1 The permit was refused by the Township's zoning officer because apartments are not a permitted use within the R-2 Residential...
