Appellants appeal from the order of the Pennsylvania Liquor Control Board's refusal to issue to them a restaurant liquor license for the following stated reasons:

1. As provided by law, Kidder Township, Carbon County, has a quota of one license for the retail sale of alcoholic beverages and there are at present nine restaurant liquor licenses in effect counted against the quota. Accordingly, the quota for this municipality...
