On May 2, 1974, and again on the 9th and 16th of May, 1974, the defendant, Police Jury for the Parish of Pointe Coupee, placed an advertisement in the Pointe Coupee Banner, a local newspaper, for one new current heavy duty crawler-tractor, manufactured in the United States, to meet the specifications as set out in said advertisement.
