MEMORANDUM OPINION AND ORDER

FLAUM, District Judge:

This is an action for damages arising from the allegedly tortious seizure of the plaintiff's textile business in Belgrade, Yugoslavia in 1942. The plaintiff invokes this court's diversity jurisdiction pleading that he is a citizen of Quebec, Canada and the defendant, Karl Bruno, is a citizen of the state of Illinois.
