A petition for involuntary termination of parental rights was filed by Lutheran Children and Family Service of Eastern Pennsylvania seeking to terminate the parental rights of F.K. as to her minor daughter, R.B.W. A guardian ad litem was appointed for respondent, who is mentally ill, and a child advocate was appointed for the minor. The matter proceeded to hearing with respondent present in court with counsel.
