This declaratory judgment action was filed by plaintiffs to have defendant's ordinance no. 45, a copy of which is appended to this opinion, declared unconstitutional. Plaintiffs moved for summary judgment. By written opinion, the trial court upheld the ordinance; summary judgment entered in favor of defendant, and plaintiffs appeal.
