We consider in this mandamus proceeding, filing pursuant to Code § 8-714 by the Attorney General of Virginia,1 whether the bonds proposed to be issued under the provisions of the "Commonwealth of Virginia Higher Educational and Medical Facilities Bond Act of 1973," Acts 1973, c. 206 at 241 (Bond Act), meet the requirements of Article X, § 9(c), of the 1971 Constitution of Virginia (hereinafter § 9(c))....
