The Commissioners of Poolesville, a body corporate and politic, filed in the Circuit Court for Montgomery County (County), a bill of complaint for a declaratory decree in which Poolesville alleged that it was harmed by the County's failure to include Poolesville's plan for sewage and water within the County's ten year comprehensive sewage and water plan.
