In this appeal the City of Brooklyn (appellants are the agents of the City of Brooklyn and so for convenience shall be referred to as the "City") challenges the jurisdiction of the Court of Common Pleas to test the constitutionality of the City's zoning ordinances in an action initiated by administrative appeal pursuant to Chapter 2506 of the Ohio Revised Code.
