After a jury trial in the Circuit Court for Anne Arundel County (Melvin, J., presiding), petitioner William B. Waugh was convicted of possession of marijuana with intent to distribute, was sentenced to three years' imprisonment, and was fined $3,000.00. The Court of Special Appeals affirmed, Waugh v. State, 20 Md.App. 682,
