The appellant, Insurance Services Office (ISO), is a properly licensed rating organization and authorized to file insurance rates for insurers writing automobile insurance in Oklahoma. It represents some 225 companies. The appellee is the State Board for Property and Casualty Rates of Oklahoma (Board).
