WINTER, Circuit Judge:

When his commanding officer, Colonel John R. Adie, sought to promote Francis P. McCourt, plaintiff, a civilian employee of the United States Army Aviation Systems Command, to the position the duties of which he was actually performing, Colonel Adie unfortunately set in motion a series of administrative decisions which resulted in abolition of the position McCourt then held and in his transfer to another carrying a substantial diminution in compensation...
