This case concerns the application of the investment tax credit provisions of the Internal Revenue Code of 1954, 26 U.S.C. §§ 38, 46-48, and the applicable regulations.1 Plaintiff, Lykes Brothers Steamship Company, is a Louisiana corporation engaged in foreign commerce as a common carrier.
