The petitioner in this habeas corpus action, David L. Rice, was convicted in Nebraska state court of the first degree murder of an Omaha policeman, Larry D. Minard, who was killed when a suitcase he was examining exploded. The conviction was affirmed. State v. Rice, 188 Neb. 728
