Plaintiffs Barnes, et al, are teachers in defendant district's community college. Until May 1973, each of them held positions as departmental chairmen in addition to their full time teaching duties. In that month they were informed that the chairmanships had been abolished in an administrative reorganization. They sought review of this "partial nonrenewal" of their contracts under the notice and hearing requirements of WAC 132T-06-080 and WAC 132T-06-090...
