This is a civil rights action brought pursuant to 42 U.S.C. § 1983 (1970) and the Fourteenth Amendment to the United States Constitution. Jurisdiction is asserted pursuant to 28 U.S.C. §§ 1331(a) and 1343(3) (1970).
