VAN GRAAFEILAND, Circuit Judge:

On May 11, 1972, appellant, a demonstrator, seated himself in the doorway of the Federal Building in Montpelier, Vermont, with his back against the entrance door. In order for people to enter the building, it was necessary for him to be shoved out of the way. This was accomplished by the building guard pushing on the door from the inside and would-be entrants pulling on it from the outside. Heedless of warnings from the State's Attorney...
