Petitioner Elizabeth Teeter, born on September 1, 1957, is 17 years old. At 14 years of age, on July 17, 1972 she gave birth out of wedlock to a daughter, April Teeter. On November 22, 1972 she requested respondent James Reed as Director of Monroe County Department of Social Services to assume temporary care of April.
