In a three-count complaint, the plaintiff, Robert Saladino, a former federal inmate, claims that: (1) the procedures employed by the defendants to determine his claim for compensation under 18 U. S.C. § 4126 violated his due process rights; (2) the denial of his claim for compensation was arbitrary and lacked a sufficient basis in fact, 5 U.S.C. § 706; and (3) the injuries he suffered while incarcerated...
