The plaintiff is an inmate at the Connecticut Correctional Institution at Somers (hereinafter "Somers") where he is serving a sentence of not less than eight nor more than sixteen years for violation of the state narcotics law. He alleges that his due process rights were violated by the defendants' actions in summarily transferring him without a hearing from the Community Correctional Center at New Haven...
