OPINION

MARSHALL, District Judge.

In the Illinois general election of November, 1974, Cook County Circuit Court Judge David Lefkovits was a qualified candidate for judicial retention. Ill.Const. Art. VI, § 12(d). John T. Meagher was then and is now a qualified elector residing in Cook County, Illinois who cast his ballot in favor of Judge Lefkovits' retention. The final canvass of the votes revealed that only 59.8% of the electors casting ballots...
