Frank B. House, claimant herein, was a 41-year-old heavy equipment operator employed by Frank G. Baulne, Inc. when he injured his back in an on-the-job accident in 1966. On September 30, 1966, the State Compensation Department (now the State Accident Insurance Fund) denied his workmen's compensation claim.
