MEMORANDUM OF DECISION AND ORDER

This matter is before the Court on Plaintiff's Motion for Partial Summary Judgment, filed December 12, 1974. A hearing was held on January 17, 1975 in chambers, at which all parties and counsel were present. Defendants made no filings directed to the Motion prior to the hearing, but were given leave to file a response within a week thereafter.
