On October 25, 1974, a three-member panel of the National Labor Relations Board, acting upon the recommendation of Administrative Law Judge Eugene E. Dixon, issued a cease and desist and affirmative action order against Bausch & Lomb, Inc. of Rochester, New York, 214 NLRB ___, pursuant to § 10(c) of the National Labor Relations Act, codified as 29 U.S.C. § 160(c).1
