In 1971 the City of Beaverton enacted Ordinance 1700,1 which is a comprehensive scheme governing labor relations between the city and its employes. The ordinance includes procedures for certifying bargaining representatives, areas within the scope of collective bargaining and a provision forbidding strikes.
