This is an appeal from a quo warranto action brought in the 141st District Court by the State of Texas by and through the District Attorney of Tarrant County, Texas, on the relation of the City of Colleyville, against the City of Hurst, challenging the validity of the Home Rule Charter of Hurst on several grounds including the allegation that Hurst did not have the requisite 5,000 population at the time it adopted its Home Rule...
