DECISION and ORDER

MYRON L. GORDON, District Judge.

This is the plaintiff's motion for a temporary restraining order pursuant to Rule 65, Federal Rules of Civil Procedure. I conclude that the plaintiff's application for temporary relief should be granted.

Although I am aware that each of the defendants has filed or contemplates filing a motion to dismiss, such motions will not be considered in this opinion but rather will be dealt with, if possible...
