Appellants Riddick and Wallace were tried and convicted on both counts of a two-count indictment for conspiring to violate 42 U.S.C. § 2703(a) by misapplying and obtaining by fraud monies, funds, assets and property which were the subject of Office of Economic Opportunity grants.
