LYBROOK, Judge.

Plaintiff-appellant Evansville-Vanderburgh County Department of Health (local Health Officer) initiated this declaratory judgment action seeking a determination of whether its governing statutes require disclosure to defendant-appellee newspapers of information concerning the cause of death of individuals. From a judgment declaring the right of the newspapers to receive such information on request, the local Health Officer appeals.
