William Jefferson Grimble sues the Rapides Parish Police Jury for damages resulting from the construction of a canal across his land, and for the value of the property which defendant allegedly appropriated for that purpose. Judgment was rendered by the trial court in favor of plaintiff for $300.00. Plaintiff appealed.
