We consider, in this misdemeanor appeal, the validity of an executive order dated November 26, 1973, which provided that, because of a shortage of motor vehicle fuel, the maximum speed limit for motor vehicles on any highway in the Commonwealth shall not exceed 55 miles per hour.1
