This is an action for declaratory and injunctive relief brought by the United States pursuant to the Fair Housing Act of 1968, 42 U.S.C. § 3601 et seq. Jurisdiction is alleged under 28 U.S.C. §§ 1345 and 2201 and 42 U.S.C. § 3613.
