This suit was brought by two City of Houston police officers, John F. Heard, Jr. and Wayne M. Jones, against the City of Houston, its Mayor, the Chief of Police, and certain officers of the Civil Service Commission to review an order of temporary suspension entered by the Civil Service Commission under Article 1269m, Tex.Rev.
