The Morton County District Court entered judgment dismissing these two consolidated actions for lack of jurisdiction, and this appeal followed.

On or about February 11, 1973, the plaintiffs James Schantz and Jack F. Schaff [hereinafter appellants] were driver and passenger, respectively, in a motor vehicle which was proceeding on a state highway within the boundaries of the Standing Rock Indian Reservation in Sioux County, North Dakota.
