Defendants appeal from a judgment entered in Ramsey County District Court invalidating St. Paul City Ordinance No. 15277. We reverse.

The ordinance at issue was enacted in context of an overall reorganization of the St. Paul Police Department (hereinafter called the department) which, prior to 1963, was organized into two divisions: uniformed and plainclothes.
