In this proceeding to enjoin the construction of an addition to the St. Paul-Ramsey Hospital and to compel the Ramsey County Board of Commissioners to submit the construction issue to the electorate, all parties agreed as to the essential facts and moved for summary judgment in the Ramsey County District Court, Judge Stephen L. Maxwell presiding. Appellants now contend that the judgment entered in accordance with the trial judge's order
