These two cases were consolidated for oral argument. Case No. 26001 is called the Complaint Case and 26002 is called the Certificate Case. The Complaint Case arose when four common carriers filed a complaint against Miller Bros., Inc. before the Public Utilities Commission, alleging that Miller Bros. was acting as a common carrier, but had only contract carrier authority.
