Petitioner, Jeffrey Foster, is a psychiatrist who holds the rank of lieutenant as a commissioned officer in the United States Navy. In 1966, Dr. Foster, then a medical student, enrolled in the Ensign 1915 Program under which a medical student joins the Naval Reserve as a commissioned officer and is permitted to postpone active duty until his completion of medical school and internship.
