OSBORN, Justice.

The Appellant in this case filed suit in the District Court for himself and other ad valorem taxpayers seeking a permanent injunction to enjoin Andrews County from purchasing a medical clinic adjoining the County Hospital, and also to enjoin the County from leasing the clinic to certain physicians in the County for their use, and to set aside as void any sale or lease agreement made before a final hearing in the District Court.
