Appellant-National Railroad Passenger Corporation (Amtrak)1 brought this action under the Federal Arbitration Act, 9 U.S.C. § 1 et seq., to compel arbitration by appellee-Missouri Pacific Railroad Company (MoPac) of a dispute over the use of certain rail lines owned by MoPac's subsidiary, appellee-Texas and Pacific Railway Company (Texas and Pacific).
