GEWIN, Circuit Judge:

On this appeal Mrs. Eartha St. Ann, individually and on behalf of her minor children, presents a substantive due process challenge to Orleans Parish School Board Regulation XIX1 which allows school children to be suspended for their parents' misconduct. We vacate the district court's order of dismissal insofar as it relates to the claims of the minor plaintiffs and remand.
