Here we must deal with questions arising out of the acquisition by the State Highway Administration (SHA)1 of the Colgate Pay Dump. At the core of this phase of the litigation is a 12.90457 acre parcel on Herring Run, in Baltimore County (County), just east of the eastern boundary of Baltimore City.
