These actions were brought under section 5 of the Voting Rights Act of 1965. Title 42 U.S.C. § 1973c.1 The plaintiffs challenged a Georgia statute enacted in 1971 which changed the procedure for nomination and election of the county commissioners of Twiggs County, Georgia, to wit: Ga.Laws, 1971, p. 3546.

This statute was declared invalid and unenforceable...
